I know that tags exist, but I've never used them and I haven't met anyone who uses them yet, what are they used for?
From what it says in the Git documentation , it's a way to create a message history , parallel to the commit history to mark only the most important changes, is that it? does it have more uses?
I have the following list:

I wanted to know how to find the number with the most repetitions without using a cycle since I don't see this as very practical, especially with very long lists. My idea was to use a dictionary whose elements have those of the list and here if you check the number with more repetitions through a for, however it is a process that can be very long but can be effective; and the last idea was to use the function countin a loop that checks each element of the list set.
Is there a more efficient way to solve this problem? Any ideas?

I am trying to make a C console application collect (via keyboard) special Spanish characters like accents, 'ñ', etc in a scanfor in gets.
I have managed to display these characters correctly (stored in a variable or, directly, from the printf) thanks to the locale.h. I show an example:
