I have a winRAR.zip project that I want to open in Netbeans, I copy it to the Netbeans projects folder, I extract it there, I go to Netbeans to open project and the project does not appear with the cup, only the folder, what am I doing wrong?

What is the way to know if a dll is compiled in release or debug mode in .NET? I have tried to find out by googling and using ILDSAM, but it is not very clear to me.
I have come across this many times: .PHONY
at the end of files Makefile
and would like to know what it means. I have used Makefiles
but never needed to add that.
A concrete example of what I found now:

I have a problem with the dates. When I get a value of type date from DB, I show it in the value of an input of type='date' it doesn't show the date, it only shows dd/mm/yyyy.

However, if I put the input of type text, it correctly shows the date but when it is going to be edited, the BootStrap calendar does not appear.
Anyone know what can it be? I have tried to format the date in the value but there is no way.
