I've already tried reinstalling it. Uninstalling cinnamon and reinstalling it and nothing.
It does not open, nor do the desktop icons appear.
Nemo is the default file manager for cinnamon.
I would appreciate your help.

Friends, the error is due to using the systemback application for the installation of the system.
currently systemback is not supported on ubuntu 20.04 and 22.04. it does not support the modern file system of these distributions.
if we execute
ls -l /bin /lib /lib32 /lib64 /libx32 /sbin
we will see that it does not create the symbolic links of the system.Even so, if we use an environment like xfce it is possible not to notice the damage. In Cinnamon the desktop and nemo stop working; I understand that box in mate is also affected...
In short, if we want to create a custom iso from our system, it is best not to use ubuntu/linuxmint (until they fix systemback).
Mxlinux21 Kde can be customized very well to work very much like cinnamon and allows us to create an installable iso of the system even above 4GB and you can even change dolphin to nemo if you like.
Warning: it is a bit messy to install the nvidia-340 driver in mxlinux21 because debian says there are security flaws and has excluded it. Even so, from the installer downloaded from the web it is possible although I have not tried it successfully.
