The problem is that when I changed the port from 80 to 8080 in xampp it didn't take it by default in the route, I didn't know what I had to put it in.

Do you know the relative path and the absolute path? Normally the problem you have is that when using the path as you have it, it depends on the changes you make and the "container" so to speak, what you should do is a path similar to :
background-image: url(../web/img/fondo.jpg) !important;
where the colon at the beginning makes the path take into account where the css is and want to find the new path, if you don't understand me, again look for a relative path or an absolute path
