Is it possible to get a domain from ICAAN without the service of third parties?

Is it possible to get a domain from ICAAN without the service of third parties?

Local domains with a DNS server are not useful to me and I am not available to rent a domain from a third party like: Hostinger, GoDaddy

I have not been able to find documentation in Spanish on the subject.

    R1. Currently, it is not possible, if you are not a registrar. According to the ICAAN site, it can only be registered by a company or Institution that is accredited as a domain registrar.

    This is what the ICAAN site says in Spanish (Translated):

    Domain names under Generic Top Level Domain Names (gTLDs) can be registered with one of more than two thousand ICANN-accredited registrars or their resellers. Registrars are accredited by the ICANN organization and certified by the registries to sell domain names. They are bound by the Registrar Accreditation Agreement (RAA) with the ICANN organization and by their agreements with registries. Resellers are organizations affiliated with or under contract with registrars to sell domain names and other services offered by the registrar, such as web hosting or email boxes. Resellers are subject to their agreements with the registrars whose services they sell and are not accredited by the ICANN organization. Registrars remain responsible for all domain names sold by their resellers. ICANN org maintains a list of ICANN-accredited registrars on our website.

    Domain name registrations under country code top-level domain names (ccTLDs) can be done through ccTLD operators.

    R2. if possible, if you become a registrar. According to the structure and Requirements of the ICAAN, you can go from rentals if you invest as Google did in creating its own gTLD: as explained in the ICAAN Documentation. But even this option has its limitations.
