After upgrading MySQL Workbench to version 8.0.23 on Windows 10 I have had problems when trying to open the "Options file" in the "Administration" panel of my instance, it shows the error message:
MySql Workbench Target host is configured as Windows, but seems to be a different OS. Please review the connection settings
And I can't open the options file.
Has anyone managed to solve it?
I've already checked change OS environment, but it's set ok: Windows for MySQL 5.7

The problem also affects the "Table Data Export" option.
It turns out that with version 8.0.23 I couldn't use the option to export data from a table through the "wizard" without any error message, Workbench only closed (crashed). I do not know if only in my case the problem was so aggravated.
I managed to resolve the matter shortly after crafting the question. It turns out that, according to user alfabravo , it is a workbench bug as such.
The solution was to reinstall the immediate previous version of MySQL Workbench (I installed 8.0.23 so I went back to 8.0.22) and the problem was solved for me.

When I get that error, in my case, it is because the MySQL80 service is stopped or disabled. I go to Service, find MySQL80, enable it, and run it. It works correctly again with all the bases and tables it had.
The way around this problem lies in the coding system used by a function included in a python script used by MySQL to get data from the system:
