I understand that the VPS has an IP that can be accessed via SSH and FTP, with that same IP you should be able to install Prestashop, right?

it depends on many things 1 do you have the web server enabled, 2 is the php server not being used by another port? 3 check if the port that comes with ubunto matches 4 try to install Xampp in Ubuntu on hostinger ( https://www.sololinux.es/instalar-xampp-en-ubuntu-20-04-y-otros-linux/ )
once you have all that you must have a welcome home page to xammp, when you see that home page you can already mount pretashop, until you see it the web server is not available.

You can also check the status of apache services
sudo systemctl status apache2
Although it is something that has been resolved for a long time, the correct thing was to verify that the Nameservers of my hosting provider pointed to my IP or that I had an A record in my DNS pointing to my IP.
It seems that Prestashop looks for the resources folder from the domain name configured in the Ps_Shop table.
