Package Control options do not appear in the command palette

trying to uninstall some packages that I had, I am surprised that the options of Package Control. It seems some of the latest Sublime Text updates broke something, it's not loading Package Controlor I don't know. version is3.2.2, Build 3211

The packages that I already have installed a long time ago and the options bar that appears empty:

It also appears to me that I cannot install anything from the optionTools > Install Package Control...

The option Preferences > Package Controlis activated but it gives me the empty command palette as in the first image.

    It turns out that it had a file email.py(a script of its own) inserted between the Sublime text files, giving the following error in the console of the same editor:

    File "C:\Program Files\Sublime Text 3\email.py", line 29
    https://mail.google.com/mail/u/0/
         ^
SyntaxError: invalid syntax

    once the script has been removed, the Control Package, it seems that every time you start Sublime Text, it executes all the python scripts that are in there.
