I have created a NetBeans 11.0 LTS project on a USB from KDE Neon. Well, I can compile it and everything, but when I run it, it gives me an error. I have passed the desktop and the same thing happens. The error is the following:
/bin/sh: 1: exec: /home/pablo/Escritorio/Circulo/dist/Debug/GNU-Linux/circulo: Permission denied
RUN FINISHED; exit value 126; real time: 0ms; user: 0ms; system: 0ms
I'm running NetBeans as Root (let's see if that's how it would let me), but neither.

It may be a permissions issue on the folder where you run the project.
Try giving read, write and execute permissions to the folder containing the project:
"chmod" changes permissions
"-R" to affect all subfolders (recursive)
"777" to give read, write and execute permissions
and finally the path of the directory to which you want to give the permissions, for example "/home/pablo/Escritorio/Circulo"
