I am trying to create some css for IE since there are several things that are out of kilter and when I create the css, it does not recognize the css and does nothing for me

when I give it to inspect element, the call to the IE css appears fine in the head but then it doesn't do anything to me, I go to the line of code where I have put the class and it doesn't recognize it and it doesn't lower the div by 200px I put it in the CSS and I don't know what I'm doing wrong so that it doesn't recognize it.

Conditional comments not working since IE 10
So that conditional comment will only work for IE 8 or 9. This is a thing of the past.
To detect the browser, you can check with feature detection ( browser hacks or CSS hacks ), such as:
